Elsa Bullard

2nd Board Member

Mrs. Elsa Barrantes-Bullard was born in Costa Rica in 1962 Her family moved to the United States in 1966 to Galveston, Texas where they lived for 3 years and in 1969 they moved to Des Moines, Iowa. Mrs. Bullard spent a good part of her life there. She has four siblings two older and two younger. Her parents and two of her siblings still reside there while her two other two siblings live in Washington and Missouri.

Mrs. Bullard has a son Kristopher 24 and a 4-year-old granddaughter who also live in Iowa. In 1996 she moved to Corinth, Mississippi after meeting her husband Anthony. They were married on July 4 1999 in Atlanta, Georgia during an NFB National Convention.

Mrs. Bullard attended parochial and public schools. In 1981 she graduated from Herbert Hoover High School in Des Moines, Iowa. She then attended Des Moines Area Community College in Ankeny, Iowa where she completed some college courses in the Business Management, Liberal Arts and Fashion Merchandising Programs. Mrs. Bullard’s biggest goal and dream is to some day to finish her college education.

While living in Iowa Mrs. Bullard had several different jobs. During high school she was employed with the Ponderosa Steakhouse and McDonald’s Corporations. In 1982 she trained as a switchboard operator at the Iowa Department for the Blind. Mrs. Bullard completed her switchboard training and went to work for Sears from 1986 to 1988 and later had the same job for the hotel chain Holiday Inn. While at the hotel she later transferred to the laundry department. In 1993 to 1994 Mrs. Bullard worked at the Children’s Rehabilitation Center in Johnston, Iowa in their housekeeping department. She also worked at Pace Membership Warehouse as a frontline cashier from 1994 1995.

Mrs. Bullard has also worked for the following companies as well Abyss, Hardees’s, Hickory Farms, Howard Johnson’s, Wendy’s, Pizza Hut and Fashion Bug Plus a ladies clothing store. In 2004 I was employed with Ryan’s Steakhouse located in Corinth, Ms.

In high school and college Mrs. Bullard participated in Junior Achievement (President), Student Government (Class Alternate Representative), and DECA. When her son began school he became active in certain organizations. She found herself becoming involved with the Cub Scouts (Den Mother) and the Campfire’s (Assistant Leader). She also served as President for the Parents Teachers Association (PTA).

Mrs. Bullard first learned about the National Federation of the Blind in the late 70s and later joined the NFB of Iowa’s Des Moines Chapter. Mrs. Bullard was also a member of the Student Division Chapter. She attended her first national convention in 1983 in Kansas City, Missouri. Today she’s an active member of the NFB of Mississippi and serves on the Board of Directors. She also serves as chairperson for the Fundraising Committee.
